The process Before:
It is extremely important to ensure you or your staff are eligible to attend the course as NZTA will be unable to process the registration if the minimum requirements have not been met. To find out if you or your staff are eligible to attend a course please check your current qualification here.

The following information explains the prerequisite requirements set out by NZTA for traffic control courses.
These prerequisites are set out by NZTA and must be adhered to.
NZTA Traffic Management Courses Available:
- Level 1 Basic Traffic Controller (TC)
- Level 1 Site Traffic Management Supervisor (STMS)
- Level 1 STMS Refresher
- Level 2/3 Non-Practising (NP) STMS
- Level 2/3 NP STMS Refresher
- Level 2/3 Practising STMS
- Level 2/3 Practising STMS ROPE or Refresher
- Level 1 TC/STMS Trainer
- Advanced Traffic Management Planners Workshop (ATMP)
Level 1 Basic Traffic Controller (TC)
No Prerequisite.
This is the entry level to TTM and there are no prerequisites for this course, however, it is recommended that attendees have been exposed to TTM before, to get the full benefit from the course.
Level 1 Site Traffic Management Supervisor (STMS)
Must hold a current Level 1 Basic TC warrant for at least one month or have been a Level 1 STMS any time in the past.
We recommend new candidates gain some field experience before progressing to this course. The STMS course is a step up from TC and candidates will be required to develop a Temporary Traffic Management Plan (TMP).
Level 1 STMS Refresher
Must hold a current Level 1 STMS warrant or Level 1 STMS warrant expired no longer than one year.
This course is a one day course designed to update candidates on latest changes to the Code of Practice for Temporary Traffic Management (CoPTTM). However, if the candidate has been away from the industry for a while we recommend re-sitting the full 2 days Level 1 STMS course to completely refamiliarize.
Level 2/3 Non-Practising (NP) STMS
Must hold a current Level 1 STMS warrant or have held a Level 2/3NP warrant any time in the past.
This course is another huge step up from Level 1 STMS. We recommend project managers, consultants, engineers and planners progress to this level if they are going to be directly involved in planning projects involving TTM. It is also the stepping stone to Level 2/3 Practising STMS for field staff wanting to move to the next level and work on high volume roads. Field staff are recommended to gain some experience at Level 1 before progressing, however, this is not mandatory.
Level 2/3 Non-Practising (NP) STMS Refresher
Must hold a current Level 2/3NP warrant or 2/3NP warrant that has not expired no longer than one year.
This course is a one day course designed to update candidates on the latest changes to CoPTTM. However, if the candidate has been away from the industry for a while we recommend re-sitting the full 2 day Level 2/3NP course to completely refamiliarize.
Level 2/3 Practising STMS
Must hold a current Level 2/3NP warrant and have completed 4 modules of work.
There is no designed time for gaining a Level 2/3NP warrant to sitting the Level 2/3 Practical assessment. NZTA recommends a minimum of three months – we recommend more.
The modules of work include:
- Providing three verification or “sign off” closures as a probationary STMS under the supervision of a Level 2/3 Practising STMS on Level 2 or 3 roads.
- Answering a series of CoPTTM related questions from a workbook
- Analysing a TMP, finding faults and explaining how to rectify them
- Sitting a practical assessment – putting out a closure on a high-speed level 2 or 3 roads with an NZTA appointed assessor observing.
Level 1 TC/STMS Trainer
Must hold a current Level 1 STMS warrant for at least one year – and have been involved in a company in a managerial, training or planning role.
NZTA reserves the right to deny any candidate they deem to not have the required experience on a case by case basis. This is an extremely challenging three-day workshop for those wishing to train others at the TC and Level 1 STMS levels. In the near future candidates will also be required to have some form of adult education certification and experience.
Temporary Traffic Management Planners Workshop (TTMP)
To be eligible, attendee’s must: • Hold a current STMS warrant
• Be competent with word processing to an intermediate level (add/amend tables, format text etc.)
• Be able to navigate CoPTTM to find the required information
• Be able to clearly express an idea in writing (completion of a detailed Full TMP form)
However, an engineering, design or planning background is highly recommended. This an in-depth workshop for those wishing to further their skills and knowledge to develop high-quality TMPs.
