Risk-Based Foundations

Why This Course Is Essential

Risk-based TTM isn’t just theory anymore; it’s a crucial, evolving expectation for on-road work. Traditional approaches taught rules and layouts, but genuine safety hinges on the STMS staff who bring a Traffic Management Plan (TMP) to life. They’re the final barrier for protecting workers, crews, and road users when the situation changes moment by moment. This workshop bridges that gap, empowering attendees to master dynamic risk assessment and adapt TTM control measures effectively.

Who Should Attend

  • Prerequisite: A current TMO or STMS practising qualification (or Unit Standard 31963).
  • Ideal Participants: Practising on-road STMS staff who need to cultivate deeper skills in hazard recognition, TTM control measure adaptation, and the continuous improvement of site safety.

Why This Matters

  1. Translating Risk Philosophy to Reality
As risk-based TTM becomes the norm, there’s a gap between official guidance and real-world deployment. This workshop closes that gap, ensuring STMS staff can keep TTM control measures effective despite evolving site factors.
  2. Evolving STMS Role
The “next-generation” STMS isn’t just about following a manual. They must interpret unique sites, respond to subtle risk shifts, and coordinate TTM control measures in a truly adaptive manner.
  3. Not a Tick-Box Course
Instead of an attendance certificate, this workshop fosters genuine competency. Attendees build the confidence to make better on-road decisions and develop a more meaningful connection to their duties under HSWA 2015.

What You'll Learn

  1. Sharper Hazard Definition
    • Go beyond generic labels like “traffic.”
    • Pinpoint how each hazard might cause harm, identify who’s at risk, and anticipate how risk evolves.
    • Develop deeper understanding of residual risks that can linger or emerge unexpectedly.
  2. Understanding TTM Control Measures in Depth
    • Grasp how these measures operate, as well as their limitations.
    • Spot signs of failure or ineffectiveness and fix them early.
    • Recognise potential unintended consequences (like introducing new hazards while solving another).
  3. A Proven, Repeatable Onsite Risk Model
    • Gain a simple, step-by-step decision-making process for continuously assessing hazards.
    • Learn when to escalate decisions, call for help, or initiate contingency plans.
    • Turn site monitoring into a disciplined habit—crucial for keeping TTM control measures valid.
  4. Recording, Reviewing, and Handovers
    • Discover straightforward methods to log decisions.
    • Create consistent records that let supervisors and other STMS staff critique and learn.
    • Strengthen alignment with your PCBU obligations by showing clear evidence of risk management in action.
  5. Practical, Scenario-Driven Training
    • Actively practise the tools and mindset in realistic, hands-on group work and personal drills.
    • Work through site-based micro-assessments, so new skills become instinctive rather than theoretical.

A compact cheat sheet so STMS staff can refresh the model anytime—especially when site conditions change rapidly.
  • Detailed Competency Report
For each participant, the PCBU receives:
    • A short, candid snapshot of risk-based performance and decision-making capabilities.
    • Guidance on where individuals may need extra support, supervision, or advanced training.
  • BBQ Lunch
A hearty, high-energy break that fosters interaction and keeps the day engaging.

Benefits for STMS Staff

  • True Risk Mastery
Move beyond following rules to actively managing real-world hazards, improving both safety and professional confidence.
  • Better Decision Ownership
Learn the deeper “why” behind each step of TTM risk, which helps you adapt faster and communicate decisions more convincingly.
  • Path to Advanced Learning
This base sets you up for the advanced modules we’re planning soon, aimed at high-complexity sites.

Benefits for PCBUs

  • Immediate Safety Gains
Well-trained STMS staff are a direct line to fewer incidents and a more reliable site performance.
  • Deeper HSWA 2015 Alignment
Show your commitment to genuine risk-based competency instead of “tick-box” compliance.
  • Actionable Skills Data
Use the Competency Report to make informed decisions about staff deployment, supervision intensity, or further training investments.

FAQs

  1. Does This Replace a Warrant?
No. Participants must already hold a practising TMO or STMS warrant (or Unit Standard 31963). This workshop adds critical risk-based skill sets not always addressed in standard training.
  2. How Is This Different from a Standard STMS Course?
It’s scenario-heavy, focusing on adaptive, real-time decisions instead of static compliance. Participants repeatedly practise and embed a model for ongoing hazard monitoring and effective TTM control measure management.
  3. What’s the Competency Report Include?
It summarises each STMS’s performance in identifying hazards, applying the risk model, and documenting decisions. This insight helps PCBUs with workforce planning and further developmental support.
  4. What If My Staff Are Very Experienced?
Even seasoned STMS staff report discovering overlooked hazards or new ways to refine TTM control measures. The advanced scenarios often challenge deep-rooted habits.
  5. Any Advanced Follow-Up?
Yes. We’re creating an advanced module for more complex sites. Completing this foundation first is strongly recommended.
  6. Class Size?
Capped at 20 for maximum trainer feedback and interactive learning.
  7. Group or On-Site Sessions?
Absolutely. If published dates don’t work, contact us to discuss a custom workshop.
  8. How About Lunch?
We offer a proper BBQ lunch that participants love, based on feedback from on-road STMS teams.
