Important: To attend the Level 1 STMS course you must have held a Level 1 Basic Traffic Controller warrant for at least one month, or STMS at any time in the past. 

Who Should Attend a Level 1 Site Traffic Management Supervisor (STMS) Course:

  • Those who are required to set up, modify and maintain Temporary Traffic Management worksites on Level 1 Roads
  • Anyone wishing to design and submit Traffic Management Plans (TMPs)
  • Audit Level 1 Worksites
  • Consultants, Developers, Surveyors, Project Managers, Engineers
  • Those wishing to further progress in the TTM industry to Level 2/3 Non-Practising


  • 2 Days - 8 hour days including lunch and breaks
  • Generally starting at 8:00 am and finishing around 4:30 pm

Course Content:

  • Gain an in-depth understanding of the Code of Practice for Temporary Traffic Management (CoPTTM)
  • Authorities, responsibilities and duties of an STMS
  • Legal requirements
  • Design a Traffic Management Plan (TMP) Design
  • In depth information on equipment and signs used at TTM worksites
  • Liaison with local authorities (I.e. Auckland Transport) - How to get your TMP approved
  • Learn how to audit Level 1 worksites
  • Static worksites and layout distances (where to place signs)
  • Worksite documentation - what you need to complete at every worksite, like the On-Site Record 
  • Mobile operations and inspection activities


  • There are 5 open book tests on each section of CoPTTM covered in the presentation (A,B,C,D) as well as a TMP design test
  • You must achieve 60% or more in each of the tests to pass
  • The tests are open book and attendees are provided a tablet and shown how to navigate and reference CoPTTM for answers
  • We recommend bringing your own laptop with a copy of CoPTTM on it - otherwise, we will provide a tablet

You must achieve an average of 60% overall 5 tests to pass the course.

  • Large open plan room with air-conditioning
  • Maximum course size of 15 to ensure quality learning and every attendee gets one on one time


  • Evidence of qualification is extremely important, especially those who need to provide evidence for jobs or contract work
  • We provide every attendee with a named ID card as evidence of attending the course - this has been approved by Auckland Transport
  • Our system will automatically create and send you a PDF certificate on completion of the course - no waiting around for days for your certificate to be sent out
  • NZTA take 8-12 weeks to send the official certificate, the ID card and PDF certificate can be used as evidence until the NZTA certificate arrives
  • The Level 1 STMS qualification is valid for 3 years from the date of the course


Must hold a current Level 1 Basic TC warrant for at least one month or have been a Level 1 STMS any time in the past.

We recommend new candidates gain some field experience before progressing to this course. The STMS course is a step up from TC and candidates will be required to develop a Temporary Traffic Management Plan (TMP).
